Punjab Election Watch and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 117 newly elected MLAs in the Punjab 2017 Assembly Elections.

Criminal background

·         MLAs with criminal cases: Out of the 117 MLAs analysed, 16(14%) MLAs have declared criminal cases against themselves. Out of 117 MLAs analysed during Punjab Assembly elections in 2012, 19 (16%) MLAs haddeclared criminal cases against themselves.

·         MLAs with serious criminal cases: 11(9%) MLAs have declared serious criminal cases including cases related to murder, attempt to murder, dacoity, robbery etc. Out of 117 MLAs analysed during Punjab Assembly elections in 2012, 5 (4%) MLAs had declared serious criminal cases against themselves.

·         MLAs with cases related to murder and attempt to murder: 3 MLAs have declared cases related tomurder and attempt to murder. Out of the total 3, 2 MLAs are from INC and 1 is from Lok Insaaf Party.

·         MLAs with cases related to crimes against women: 1 MLA has declared cases related to crimes against women. Sukhbinder Singh Sarkaria of INC from Raja Sansi constituency.

·         Party wise MLAs with criminal cases: 9 (12%) out of 77 MLAs from INC, 4 (20%) out of 20 MLAs from AAP, 1 (7%) out of 15 MLAs from SAD and 2 (100%) out of 2 MLAs Lok Insaaf Party have declared criminal cases against themselves in their affidavits.

·         Party wise MLAs with serious criminal cases: 7 (9%) out of 77 MLAs from INC, 1 (5%) out of 20 MLAs from AAP, 1 (7%) out of 15 MLAs from SAD and 2 (100%) out of 2 MLAs Lok Insaaf Party have declared serious criminal cases against themselves in their affidavits.

·         Average assets: The average of assets per MLA who won in the Punjab 2017 assembly elections is Rs. 11.78 crores whereas the average asset for each candidate who contested in the 2017 assembly elections was Rs. 3.49 crores. In 2012, the average assets per 117 MLAs analyzed was Rs. 10.10 crores.

·         Age details of MLAs: 51 (44%) MLAs have declared their age to be between 25 and 50 years while 65 (56%) MLAs have declared their age to be between 51 and 80 years. 1 MLA is above 80 years of age.

 

·         Gender details of MLAs: Out of 117 MLAs, 6 (5%) MLAs are women. In 2012, out of 117 MLAs, 14 (12%) MLAs were women.
